During the Senate's morning business, Senator Robert Byrd, (D-West Virginia) talked about the ancient Roman Republic and how it applied checks and balances to government. The Senate also continued consideration of S. 3, the Campaign Finance Act. The measure imposes spending limits on general elections and offers public funding to candidates who comply with those limits. Members also talked about media vouchers and PAC contributions as part of the debate.
