Witnesses testified on the implications of the Supreme Court decision in Shelby County v. Holder, which overturned a key provision of the Voting Rights Act (VRA). Two of the five witnesses were members of the House of Representatives. Representative John Lewis (D-GA) gave a history of the VRA and said the Court’s decision made him “want to cry.” James Sensenbrenner (R-WI) explained why the VRA remained necessary and criticized justices for disregarding years of congressional work. Constitutional attorney Michael Carvin argued that Section 2 continued to be enough to prevent racial discrimination in voting. The two other witnesses disagreed, citing evidence on the pervasiveness of racial discrimination in voting districts across the country. close
