In the first panel, three VBA whistleblowers told of misappropriations, misconduct, and retaliation for reporting wrongdoing in the department. They called the problems systemic and a “culture of corruption” in which management bullies and harasses workers who report problems. At the start of the second panel of VBA officials, Committee Chair Jeff Duncan (R-FL) described the July 2, 2014, day-long, unannounced visit committee staff took to the Philadelphia VBA office.
