Joseph Cirincione, author of the book Bomb Scare: The History and Future of Nuclear Weapons, talked about the history of nuclear arms and how the race for weapons started. He talked about the new Strategic Arms Reduction Treaty signed that day by President Obama and Russian President Medvedev, and the context of the treaty within overall U.S. nuclear policy. He also responded to telephone calls and electronic communications.
