Attorney General Eric Holder said alleged September 11 plotters would be tried by the military instead of the Justice Department. In his remarks he accused Congress of undermining counterterrorism efforts by passing laws that prevented trials in U.S. federal courts. He also said the Justice Department was better equipped than Congress to make decisions about the best way to try terrorist suspects. close
