The Senate Environment and Public Works Subcommittee on Clean Air convened a hearing on the health effects of second-hand tobacco smoke. Members of President Bill Clinton’s administration, the tobacco industry, and health organizations all provided testimony, among them, Surgeon General Joycelyn Elders and Carol Browner, administrator of the Environmental Protection Agency. During the hearing, witnesses discussed scientists' findings which indicated that non-smokers breathing second-hand smoke may also be at risk of the same health effects as smokers. close
