Witnesses testified on legislation, the Surveillance Transparency Act of 2013, that would increase openness to the public of National Security Agency (NSA) surveillance programs. Senior Obama administration officials expressed concerns with the bill’s disclosure requirements, saying it would waste precious resources and potentially invade privacy in order to get the data in the first place. Speaking in support of the bill, a senior official from Google said it was a necessary step in the effort to restore global confidence in his firm and others which have been harmed by revelations that they cooperated with the NSA. close
