Committee members reviewed a bill making changes in the federal food stamp program in a process called a mark up. As drafted, the bill capped overall federal spending on food stamps, controls increases in benefits, required some recipients to work, and aimed to lower food stamp fraud. Republicans say they hoped to save up to $16 billion over the next 5 years by making changes in the program. Food stamp coupons were then used by about 27 million persons each month. close
