Defense Secretary Robert Gates and the Chairman of the Joint Chiefs of Staff Mike Mullen spoke about the scope and extent of U.S. involvement in military action against the forces of Moammar Qadhafi in Libya. Secretary Gates in his testimony stated that the U.S. would put “no boots on the ground” in Libya. Other topics included the War Powers Act, the arming of rebels, costs to the conflict, and Obama administration consultations with Congress ahead of the mission. close
