Vice President Joe Biden attended an announcement by Navy Secretary Ray Mabus that a new Virginia class fast-attack submarine would be named the USS Delaware. Jill Biden, Senator Tom Carper (D-DE) and Delaware Lieutenant Governor Matt Denn all made remarks.
