Witnesses testified on identity theft problems at the Internal Revenue Service. Commissioner Douglas Shulman apologized to frustrated taxpayers who had been victims of identity theft by the IRS. The IRS had recently discovered over 400,000 incidents of identity theft since 2008. In many of these cases, thieves used the IRS E-File program to steal a taxpayer’s income tax refund. Other witnesses at the hearing included victims of identity theft as well as an official from the Government Accountability Office (GAO) which issued a report on these identity theft problems. close
