C-SPAN’s Local Content Vehicles (LCVs) made a stop in their “2013 LCV Cities Tour” in Yuma, Arizona on April 1-4 to feature the history and literary life of the community. Lloyd Rain talked about his book, Purchasing Wars, in which he explores the process of government procurement and its effect on taxpayers. He argued that the practice of giving preference to certain companies for factors other than winning bids is poor public policy.
