Senator Tim Kaine (D-VA) spoke about whether President Obama has the proper authority to carry out military actions against ISIS* militants under the 2001 Authorization for Use of Military Force (AUMF). He said there was “no legal authority sufficient enough to support action in combating ISIS” and that the mission against ISIS was “not covered by wording or intent.” After Senator Kaine’s speech, he took part in a discussion with former Representative Jane Harman (D-CA) and a Harvard law professor. The panelists stressed the importance of congressional action, provided suggestions on the authorization process, and analyzed what constitutes “war” in military interventions. Jim Sciutto moderated.
