Panelists discussed managing government services in times of budget cuts and in emergency situations. Former U.S. Coast Guard Commandant Thad Allen said that in crisis situations the federal government has no choice but to act immediately and efficiently sidestepping the policy barriers that exist day to day in non-emergency situations. Admiral Allen (Ret.) directed the federal response to Hurricanes Katrina and Rita and served as the national incident commander for the Deepwater Horizon oil spill.
