Witnesses testified before the committee about allegations of corruption in the United Nations Oil-for-Food Program. The program allowed Iraq to exchange oil for humanitarian necessities in an exception to the U.N. economic sanctions. Recent reports have asserted that the program was corrupted and allowed Iraq to avoid U.N. sanctions. Witnesses spoke about the corruption in the program, the structures that permitted corruption to occur, and the potential relation between the Iraqi government and other foreign governments in a conspiracy to subvert the U.N. sanctions.
