A hearing was held on “Internet Data Brokers and Pretexting: Who Has Access to Your Private Records?” Witnesses testified about the use of personal data brokers by law enforcement agencies and private firms. At issue were practices by investigators in which numerous federal and local law enforcement agencies had bypassed subpoenas and warrants designed to protect civil liberties and gathered Americans' personal telephone records from private-sector investigators. These brokers, many of whom advertised aggressively on the Internet, had gotten into customer accounts online, tricked phone companies into revealing information and even acknowledged that their practices violated laws. close
