Witnesses testified about funding the adminstration’s request for $1.9 billion for the continued development of a limited national ballistic defense that could be fielded by 2005. Among the issues they addressed were technology needed to expand existing test systems, restrictions agreed to in the Anti-Ballistic Missile Treaty, potential terrorist threats and responses, and the potential of such a program on foreign relations concerns.
