Recruitment chiefs and personnel of the various armed forces testified about 2007 recruiting. Specific attention was paid to recruiting methods and the quality of new recruits. 

The Department of Defense had announced that all services have met their active duty and reserve force recruiting goals for fiscal year 2008 to date and the Army, Marine Corps, and Navy have all exceeded their retention goals through December 2007.
