The Senate Banking Committee heard testimony on five financial institutions wholly or partially sponsored by the U.S. Government, including the Federal National Mortgage Association, Federal Home Loan Bank System, the Student Loan Marketing Association and the Farm Credit System. The committee sought to determine the financial soundness and security of these institutions, which are privately owned but receive financial benefits from the federal government. GSE’s, or government sponsored enterprises, will be the subject of a report from the Senate Banking committee due out by September 15. No GSE is currently in a financial crisis, but proposals to strengthen their regulatory structure have been put forward by the Treasury and Government Accounting Office. The Treasury’s proposal would make the Treasury the regulator for the Student Loan Marketing Association, while the GAO’s proposal would combine all the regulators of GSE’s into a single GSE’s regulator.
