The committee heard testimony from members of Congress on H.R. 2264, the Omnibus Budget Reconciliation Act. The legislation contains the tax increases and spending cuts proposed by the Clinton administration for fiscal year 1993. The Rules Committee held a lengthy hearing to determine the rule for debate on the bill during the same day so the bill could be introduced to the House, debated and voted upon prior to the Memorial Day holiday. close
