Secretary of State John Kerry talked about U.S. policy in Latin America at the Organization of American States meeting. He said the U.S. is one of the largest contributors to the problem of climate change, but that President Obama’s recent actions without the help of Congress will help address this issue on a national and international basis. He also spoke about authoritarian rule by Cuba’s government and called for democracy and human rights for its people. close
