Former Secretary of State Henry Kissinger spoke about the September 11 Commission’s findings and recommendations. He spoke about the relationship between effective intelligence and foreign policy, and he cautioned the committee against hastily enacting the commission’s recommendations for intelligence reforms. He argued that the final weeks of a congressional session and the middle of a presidential campaign are inauspicious times for undertaking such significant changes. He claimed that a deadline of six to eight months could enable legislators to make a more thorough examination of the proposed changes. Dr. Kissinger also spoke about a number of specific reforms. He argued that the creation of a national intelligence director might “make it very difficult to maintain the line between analysis and policy.” Dr. Kissinger spoke about his own experience to illustrate his assertions. He also responded to questions from committee members. close
