The House Judiciary Committee met to determine whether it would forward articles of impeachment to the full House. Independent Counsel Kenneth Starr testified that President Bill Clinton had committed perjury on several occasions when he denied under oath that he had had an intimate sexual relationship with Monica Lewinsky. He also exonerated the president in the investigations into the Whitewater land deal and from charges that FBI files had been mishandled. Some debate ensued over whether White House counsel were to have equal time to cross examine Mr. Starr. close
