Randal O’Toole talked about his book, American Nightmare: How Government Undermines the Dream of Home Ownership, in which he asserts that excessive regulations have caused a decline in the United States' global ranking in homeowership rates. He blames federal, state and local policies for the collapse of the housing industry, rather than the banking industry and other factors. Some of the examples he cited were land use restrictions and permitting processes. Among his comments he said that the “'war on urban sprawl'” was an effort “by the middle class to make war on the working class to reduce working class homeownership rates.” He also responded to telephone calls and electronic communications.
