James Wendorf talked about the the money set aside in the fiscal year 2015 budget to assist states with education of students with special needs. Those special needs include mental retardation; hearing, speech, language or visual impairments, and several emotional disturbances, autism; or orthopedic impairments. The funds include a $100 million competition grant for states to develop new ways to help students learn.
