The subcommittee heard testimony on the misuse of the Department of Housing and Urban Development community development and block grant funds. The programs seek to improve American neighborhoods and communities by providing money for community projects, including parks and recreational facilities and services. In some communities, the regulations involving the use of the programs to create jobs and help low to moderate income persons have been ignored, and the funds misappropriated to other projects.
