Benjamin Goad talked by video from Capitol Hill about the U.S. Supreme Court’s decision that day which ruled unanimously that President Obama exceeded his constitutional authority in 2012 when he filled high-level executive branch vacancies without Senate confirmation. In the first-ever case involving the Constitution’s recess appointments clause, the justices said that the Senate was not in formal recess when the president appointed members to the National Labor Relations Board (NLRB). He also talked about the effect this would have on the NLRB. close
