The Brookings Institute convened a panel on which, participants talked about President George W. Bush’s fiscal policies as he entered his second term. They addressed issues such as tax policy, Social Security, and health care initiatives and its likelihood of passage in the 109th Congress. Following their remarks they answered questions from the audience. close
