Witnesses from the U.S. Agency for International Development (USAID) and State and Defense Departments testified about the more than 40,000 private security contractors supporting U.S. operations in Southwest Asia. They focused on “inherently governmental” operations and the manner in which the federal government and military approved private contracts.
