House members debated a Business Depreciation Bill, which would allow businesses to write off 50 percent of their capital investments in the first year instead of depreciating the costs over time. The Congressional Budget Office (CBO) estimated that it would cost about $287 billion over ten years and the White House indicated it would veto the measure.
