Witnesses testified about the safety of children whose parents are in the work force. Testimony concentrated on the programs already in effect and the issues of separation of church and state in child care legislation and programs. The committee sought to develop the proper language in a bill that would not prevent church involvement in child care programs but also avoid any constitutional issues. This video includes the original advertisements that aired in 1988. close
