The Senate Select Committee on Intelligence, members heard testimony from the first panel concerning the C.I.A. involvement in Guatemala and the circumstances surrounding the death of a U.S. citizen. The testimony focused on three questions: Did the CIA continue to make payments to the Guatemalan military after payments had been ordered to be stopped in December 1990; Did the CIA pay Guatemalan Colonel Alpirez after substantial evidence incriminating him in the murder of a U.S. citizen, Michael DeVine; and Why did the Department of Justice decline to pursue a criminal prosecution against Colonel Alpirez. close
