Witnesses testified on the Affordable Care Act’s employer mandate that requires companies with 50 or more full-time employees to provide health insurance coverage. The focus was on how the health care law business aggregation rules deal with employers who own or co-own multiple small businesses. Concern was expressed that the rules were so complicated that most businesses would have to hire outside help in order to comply and that the health care law was costing small business owners time and money, which in turn had slowed hiring. close
