Conferees from the House and Senate commerce committees debated the differences between the House and Senate versions of the Telecommunications Reform Act of 1995. Both bills were designed to deregulate the industry by allowing cable and telephone companies to begin operations in each other’s markets. Members decided to delay the deregulation of cable television rates for three years, which was originally designed to take effect immediately. close
