Witnesses testified on the Department of Homeland Security’s operations, focusing on “high risk” designations, and the efforts to address Government Accountability Office (GAO) concerns and improve the department’s management functions.
The GAO had narrowed the focus of the “high risk” designation to DHS management weaknesses in its February 2013 update to the high risk series. It noted the efforts of the DHS to implement changes in order to be removed from the list in the future.
