Governor Lincoln Chafee delivered his annual state of the state address to the state legislature, laying out a budget plan that included no new taxes but investments in education and infrastructure. He also promised to craft new gun control legislation in response to the mass shooting at Sandy Hook Elementary School, and he called on the state to enact marriage equality for all.
