The Center for American Progress (CAP) and the Democratic Leadership Council (DLC) co-hosted an event commemorating the 15th anniversary of 1995 Oklahoma City bombing, focusing on the actions taken by President Clinton and Congress since the bombing. Michael Reyes, a former worker at the Murrah Federal Building, spoke about his experiences on the day of the bombing.
Bill Clinton spoke about how violence against the government and the anti-government views led to the 1995 bombing as well as the current anti-government mood of the country. He said he planned to be in Oklahoma City for a 15th anniversary ceremony on April 19, the actual anniversary date. Following his remarks, a panel moderated by Ron Brownstein expanded on the themes of the President Clinton's remarks and responded to questions from the audience.

In the last public event sponsored by the 9/11 Public Discourse Project, members released a final assessment of congressional implementation of recommendations made by the National Commission on Terrorist Attacks Upon the United States. All ten former commissioners participated in the nonprofit successor organization to the 9/11 Commission. At the press conference, Commission Chair Kean and Vice Chair Hamilton made opening remarks. The report was critical of government efforts to improve national security and prevent future terrorist attacks, giving agencies and departments "more F's than A's" and noting a "lack of urgency" in addressing problems noted by the commission report in July 2004. Following their remarks they answered questions from reporters.

At their fifth public hearing, focused on "Emergency Preparedness," the commission heard from panels of business officials and federal, state, and local government representatives; and individuals working to enhance emergency preparedness in the private sector. With nearly 85 percent of the critical infrastructure of the country owned and operated by the private sector cooperation between the public and private sectors is necessary to achieve emergency preparedness. The witnesses testified about lessons learned from the events of September 11, 2001 and other disasters, and about initiatives taken since then, and strategies for further preparedness. Among issues addressed were insurance coverage, skyscraper safety, building codes, standards for what constitutes being prepared, procedures for making and enforcing codes, positive and negative incentives, and public education.

Intelligence and the War on Terrorism

Witnesses testified about ways to improve the effectiveness of the U.S. intelligence community against terrorist threats. Among the issues addressed were the leadership, organization, performance, and funding of intelligence agencies. Mr. Schlesinger cautioned that the some shortcomings resulted from inherent problems with intelligence, rather than correctable errors or organizational deficiencies. He also argued that competition was preferable to centralization in the U.S. intelligence community. Mr. Deutch said that U.S. intelligence agencies should be centralized under a director in order to improve efficiency and increase communication between agencies. Mr. Steinberg highlighted several key points: the need for better information sharing; the blurring of the lines between law enforcement, domestic intelligence, and foreign intelligence; the need for a central director of intelligence; the need for changes in the policy apparatus as well as the intelligence gathering apparatus; and the requirement that the new system be effective against terrorists while retaining the support of the American people.
