      <title>Sequestration Defense Budget Cuts</title>
      <description>Military leaders testified on the potential effects of sequestration military budget cuts. They said the reductions would mean less training, furloughs for thousands of workers, and a total revision of military strategy. When asked to rate the danger posed by the sequester on a one to ten scale, Joint Chiefs of Staff Chair Martin Dempsey said it "feels like a ten." The officials also warned against forcing the military to operate under a continuing resolution for the rest of the year. 
"Sequestration," a legal procedure in which automatic, across the board budget cuts are triggered, was agreed to in the Budget Control Act of 2011. They were originally to happen on January 1, 2013, but were delayed until March 1, 2013.</description>

      <description>The Senate Armed Services Committee approved the nomination of Chuck Hagel to be secretary of defense by a 14-11 margin. All 14 Democrats supported the nomination, and 11 Republicans opposed. Senator David Vitter (R-LA) was not in the room at the time of the vote. Several Republican members voiced concerns over the nominee. Senator Ted Cruz (R-TX) accused former Senator Hagel of taking money for foreign entities and implied he lied about speeches he had given in the past. Chair Carl Levin (D-MI) reminded members of the committee's bipartisan history, saying, "We have survived party lines vote before. We will survive this one."</description>

      <description>Defense Secretary Leon Panetta and Joint Chiefs of Staff Chair Martin Dempsey testified on the September 11, 2012, attack on the U.S. Consulate in Benghazi, Libya. Secretary Panetta in his opening statement said that the speed of the attack prevented U.S. armed forces from responding quickly enough to save those killed in the attack, and that time, distance, and lack of warning hindered the response. Republican members reiterated prior criticisms of the Obama administration, among them that administration officials ignored previous warnings from U.S. officials in Libya. Secretary Panetta talked about the issue of sequestration, and the damaging impact military budget cuts would have on readiness. They also answered questions on recommendations from the U.S. State Department and CIA to arm Syrian rebels, which were ultimately rejected by President Obama.</description>

      <description>Defense Secretary Leon Panetta and Joint Chiefs of Staff Chairman Martin Dempsey testified on the 2013 military budget. Secretary Panetta defended proposed cuts of $487 billion over the next decade that were required by an August 2011 agreement between President Obama and Congress, with many committee members arguing the cuts are a risk to national security. Secretary Panetta said that he had not prepared for additional budget cuts that will be triggered if Congress cannot agree to additional budget cuts. Other topics included troop levels in Afghanistan, military base closings, and Iran.</description>

      <description>The Senate Homeland Security and Governmental Affairs Committee heard testimony on laws that prohibit members of Congress and their staffs from trading on information they obtain as lawmakers and whether those laws need to be strengthened. Senators Kirsten Gillibrand and Scott Brown said they were both surprised to learn there are no official laws against congressional members engaging in insider trading. Each outlined their versions of the Stop Trading on Congressional Knowledge Act, also known as "STOCK." Both acts would prohibit representatives, senators and their staffers from buying or selling stocks and bonds based on privileged congressional information.</description>

Defense Secretary Leon Panetta said in his remarks that U.S. and Afghanistan forces were searching for better ways to defend against insurgent attacks. Admiral Mike Mullen accused Pakistan of "exporting violence" to Afghanistan and said this put U.S.-Pakistan relations in jeopardy.
This was Secretary Panetta's first appearance before the committee as defense secretary, and Admiral Mullen's final appearance as chairman of the Joint Chiefs of Staff.</description>

In her remarks, Senator Claire McCaskill said that waste and fraud in wartime contracting for Iraq and Afghanistan made her "goddamn mad." The commission in its final report concluded that as much as $60 billion of waste and fraud from wartime contracts in the Iraq and Afghanistan wars.</description>
