      <description>Undersecretary Levey testified about a secret program to track terrorist financing and the fact that information about this tracking program was published in [The New York Times]. He said the Justice Department is investigating the source of the leak that resulted in public disclosure. He believed that damage was caused by the disclosure, such as terrorist organizations changing financing tactics. In addition, he questioned whether Saudi Arabia and other emerging banking centers have lived up to their commitments to combat terrorism finance.</description>

      <title>Title Insurance Marketplace</title>
      <description>Witnesses testified about the real estate title insurance marketplace and the need to create more competition and efficiency for consumers. Topics included kickbacks from title insurance companies, excessive title insurance premiums, and lack of comparison pricing for consumers. They also recommended legislation for tighter regulation of the markets in all states.
 
 In January 2006, in response to state and federal investigations, the House Financial Services Committee asked the Government Accountability Office to conduct a comprehensive study of the title insurance marketplace. State regulators found violations of the Real Estate Settlement Procedures Act such as title companies making payments for referrals to developers. Also abuses were found of reinsurance agreements and there were anti-competitive practices in the title industry.</description>

The resolution was brought to the floor by Representative Hunter to clarify the House's position on troop deployment in Iraq. The previous day Representative Murtha had called for an end to the deployment and criticized the Bush administration and fellow Republicans for characterizing opposition to further military operations in Iraq as unpatriotic. In often contentious debate, Democratic members accused Representative Hunter of constructing a misleading ploy to win political favor for Republican members opposed to Representative Murtha's sentiments.
 
 In this portion of the day's proceedings debate was briefly interrupted while the House considered striking the words of Representative Schmidt for her references to cowardly actions and the position held by Representative Murtha. Following the disruption, she withdrew her remarks from the record.

      <title>Monetary Policy Report</title>
      <description>Chairman Greenspan presented to the committee the Federal Reserve Board's semiannual report on monetary policy. He said the Federal Reserve would keep raising interest rates. He gave a positive prediction of "reasonably good" economic growth and low inflation for next year. He expressed some anxiety about rising labor costs and slowing growth in productivity. For the first time he suggested that individual home prices could fall. 
 
 This may be one of Chairman Greenspan's last appearances on Capitol Hill before his scheduled retirement in January.</description>

      <title>Fannie Mae</title>
      <description>Director Falcon testified about the Office of Federal Housing Enterprise Oversight supplemental agreement with the Fannie Mae board of directors. He answered questions about his interim report on accounting and management failures at the home mortgage company Fannie Mae and made recommendations. 
 
 Among other changes, the agreement requires separation of the positions of chairman of the board of directors and the chief executive officer, as well as the implementation of controls surrounding account ledger entries. The agreement also requires Fannie Mae, if necessary, to restate earnings relating to newly reviewed accounting standards. 
 
 Mr. Falcon is resigning in May 2005.</description>
