      <title>U.S. Economic Outlook</title>
      <description>Douglas Elmendorf testified on the 2013 federal budget and economic outlook. He said that 750,000 jobs would be lost during the year if Congress does not reach an agreement to avoid automatic spending cuts, also known as sequestration. Mr. Elmendorf also said that 2013 would see slow economic growth, and that any improvements would be offset by cuts to federal spending that Congress would be forced to enact. 
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget taken back in order to cut deficit spending, was agreed to in the Budget Control Act of 2011 and scheduled to happen on March 1, 2013.</description>

      <description>The House Rules Committee met to set guidelines for the floor debate on H.R. 152, the Disaster Relief Appropriations Act, 2013, a bill making supplemental appropriations for the fiscal year ending September 30, 2013, and for other purposes. 
The Senate had passed the $60 billion Hurricane Sandy relief funding requested by President Obama before the end of the 112th Congress. House Appropriations Committee Chairman Harold Rogers (R-KY) proposed $17 billion in Hurricane Sandy relief funding and House Republicans proposed a number of amendments, including those that would require billions of dollars in aid to be offset by spending cuts.</description>

      <title>Taxation of Capital Gains</title>
      <description>Witnesses testified about U.S. tax policy and the capital gains tax rate in the context of comprehensive tax reform.
The maximum capital gains tax rate was 15 percent, as compared to the maximum individual ordinary income tax rate of 35 percent. Absent Congressional action, the maximum statutory capital gains rate would increase to 20 percent on January 1, 2013, while the maximum individual ordinary income tax rate would increase to 39.6 percent. Beginning in 2013, however, an additional 3.8 percent tax would be imposed on net investment income earned by certain individuals. "Net investment income" includes, among other items, capital gains. Furthermore, the 2013 scheduled restoration of the "Pease limitation" on itemized deductions would impose a roughly 1.2 percent marginal rate on capital gains, bringing the top federal rate on capital gains to 25 percent in 2013.</description>

      <description>Federal Reserve Chair Ben Bernanke testified on the U.S. economic outlook for 2012. The hearing touched on a wide range of issues including unemployment, the federal deficit, increasing taxes on the rich to the European debt crisis. Republican Scott Garrett accused the Federal Reserve of overstepping its authority by releasing a white paper on housing which he believed supported President Obama's policy. Chairman Bernanke said that the paper was just meant to be an analysis and apologized if it was taken as any sort of recommendation.</description>
