Among the topics he addressed were the Boston Marathon bombings, the disclosure of National Security Agency (NSA) surveillance programs by a former CIA employee. and the impact of sequestration budget cuts. Mr. Mueller said that the government would probably have caught one of the September 11, 2011, hijackers if it had been able to use the NSA phone records, and that leaks about NSA and other surveillance programs had harmed national security.</description>
