      <description>Attorney General Reno announced that the F.B.I. had arrested two material witnesses in Carthage, Missouri connected with the Oklahoma City bombing earlier in the morning. Then she and the participants talked to reporters about a new immigration agreement with Cuba. The U.S. will now allow all those remaining Cubans in the Guantanamo Bay camp to enter the country on a case by case basis. However this total will be included in the annual 20.000 figure announced last fall.</description>
