      <title>Debt Reduction and the Federal Budget</title>
      <description>Obama administration cabinet officials testified on the impact of sequestration on their departments. Some of the services that would be cut included Agriculture Department inspections, airport customs, special education programs, and Transportation Security Administration agents. Secretary Donovan said that veterans receiving housing assistance would be displaced. Secretary Napolitano said that maintaining national security would be huge problem. Travelers passing through customs would face longer wait times. Mr. Werfel said that food inspections would be cut, leading to greater economic pressures and rising food prices. 
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget cut in order to take back deficit spending, was agreed to in the Budget Control Act of 2011 and scheduled to happen on March 1, 2013.</description>

      <description>The Senate Armed Services Committee held a hearing on the nominations of General Lloyd Austin to be commander of United States Central Command, which is responsible for operations in the Middle East and Afghanistan, and General David Rodriguez to be commander of United States Africa Command. 
The witnesses were questioned about their experiences. General Austin, former commander of U.S. forces in Iraq, said that he finds recent developments in that country "very troubling." . He also expressed support for maintaining a large Afghan security force and warned about potential consequences of budget cuts. Among other issues, General Rodriguez commented on weapons proliferation out of Libya.</description>

      <description>Military leaders testified on the potential effects of sequestration military budget cuts. They said the reductions would mean less training, furloughs for thousands of workers, and a total revision of military strategy. When asked to rate the danger posed by the sequester on a one to ten scale, Joint Chiefs of Staff Chair Martin Dempsey said it "feels like a ten." The officials also warned against forcing the military to operate under a continuing resolution for the rest of the year. 
"Sequestration," a legal procedure in which automatic, across the board budget cuts are triggered, was agreed to in the Budget Control Act of 2011. They were originally to happen on January 1, 2013, but were delayed until March 1, 2013.</description>

      <description>The Senate Armed Services Committee approved the nomination of Chuck Hagel to be secretary of defense by a 14-11 margin. All 14 Democrats supported the nomination, and 11 Republicans opposed. Senator David Vitter (R-LA) was not in the room at the time of the vote. Several Republican members voiced concerns over the nominee. Senator Ted Cruz (R-TX) accused former Senator Hagel of taking money for foreign entities and implied he lied about speeches he had given in the past. Chair Carl Levin (D-MI) reminded members of the committee's bipartisan history, saying, "We have survived party lines vote before. We will survive this one."</description>

      <description>Defense Secretary Leon Panetta and Joint Chiefs of Staff Chair Martin Dempsey testified on the September 11, 2012, attack on the U.S. Consulate in Benghazi, Libya. Secretary Panetta in his opening statement said that the speed of the attack prevented U.S. armed forces from responding quickly enough to save those killed in the attack, and that time, distance, and lack of warning hindered the response. Republican members reiterated prior criticisms of the Obama administration, among them that administration officials ignored previous warnings from U.S. officials in Libya. Secretary Panetta talked about the issue of sequestration, and the damaging impact military budget cuts would have on readiness. They also answered questions on recommendations from the U.S. State Department and CIA to arm Syrian rebels, which were ultimately rejected by President Obama.</description>
