      <title>Justice Department Oversight</title>
      <description>Attorney General Eric Holder testified at a Justice Department oversight hearing. Both Republicans and Democrats pressed Mr. Holder on a Justice Department memo regarding the use of drone strikes against American citizens suspected of being terrorists. He also answered questions about his written response to a March 4 letter from Senator Rand Paul. Senator Paul asked if the Obama administration believed the president has the legal authority to use drone strikes against American citizens on U.S. soil. Mr. Holder in the letter replied that in extreme circumstances such as the attack on Pearl Harbor or the terrorist attacks of September 11, 2001, the president could conceivably have no other option but to authorize the use of drones. Other topics included gun violence reduction and assault weapons, and the impact of sequestration budget cuts on national security.</description>

      <description>Witnesses testified on a proposed assault weapons ban introduced by Senator Dianne Feinstein (D-CA) that would prohibit the sale, transfer, importation and manufacturing of "military-style assault weapons" and high-capacity ammunition magazines. She showed videos of guns as she gave details of the bill. There was tear-filled testimony from residents of Newtown, Connecticut, video, some heated exchanges over both the rights of gun owners and the effectiveness of gun bans, and audience applause. Senator Feinstein, who was chairing the hearing, called for civility.</description>

      <title>No Child Left Behind Waivers</title>
      <description>Secretary Arne Duncan and state education officials testified on the reforms implemented under "No Child Left Behind" (NCLB) state flexibility waivers. Kentucky Education Commissioner Holliday also said that the automatic sequestration spending cuts would deeply affect his state's schools, students, and teachers through loss of jobs and services. 
NCLB was an education program passed during the George W. Bush administration.
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget taken back in order to cut deficit spending, was agreed to in the Budget Control Act of 2011 and scheduled to happen on March 1, 2013.</description>

According to a Senate Health, Education, Labor and Pensions Committee study, the difference between what Americans had saved for retirement and what they should have was $6.6 trillion, and half the population had under $10,000 in savings. Committee Chair Harkin spoke about his proposal for a privately retirement plan that would make it easier for employers to offer retirement plans without additional risk. Witnesses recommended automatic enrollments in work-based plans and increased contributions, especially as people age. Other topics included simplifying the system and financial literacy education.</description>

The hearing was held in part in reaction to the December 2012 elementary school shooting in Newtown, Connecticut. Former Congresswoman Gabrielle Giffords, who was shot in the head by a gunman at a 2011 event in her district, gave a brief statement at the opening of the hearing, urging Congress to come to a solution to prevent gun violence.</description>

      <description>Physicians, nurses, and other health care industry officials testified on ways to increase Americans' access to primary care doctors. The Association of American Medical Colleges estimated that the U.S. would have a shortage of approximately 21,000 primary care physicians in 2015, with the shortfall projected to further increase as the number of primary care medical students continued to decline and 30 million Americans became eligible for heath care under the Affordable Care Act. Among the issues discussed were Medicare reimbursement rates, changing the culture of medical schools to encourage students into primary health care, and forgiveness of some of the medical school loan debt accrued by primary care practitioners.</description>

      <title>State of Mental Health Care System</title>
      <description>Federal, state, and local mental health officials testified on weaknesses in the mental health care system, with a focus on relationships between mental health and gun violence in the wake of the December 2012 shootings at a Newtown, Connecticut, elementary school. The hearing examined the mental health system and barriers to providing mental health care. 
In the first panel, administrators talked about changes in the health care system. Pamela Hyde said that the U.S. mental health system has huge gaps in services that prevent people with mental illnesses from receiving treatment. In the second panel mental health practitioners gave examples of community situations.
