      <title>National Institutes of Health Fiscal Year 2014 Budget Request</title>
      <description>Francis Collins testified on the fiscal year 2014 budget request for the National Institutes of Health (NIH). He used computer displays during his testimony. The directors of five NIH subsidiary institutes also testified. Topics included the difficult choices presented by budget cuts and the importance of the dissemination of publicly-funded research as well as the risks of its misuse. Also discussed was the Obama administration's BRAIN Initiative (Brain Research through Advancing Innovative Neurotechnologies, also referred to as the Brain Activity Map Project). Dr. Collins said that it was too early to know the cost of the initiative but the science could lead to innovations in brain diseases like Parkinson's and Alzheimer's and new treatments for traumatic brain injuries.</description>

      <title>Debt Reduction and the Federal Budget</title>
      <description>Obama administration cabinet officials testified on the impact of sequestration on their departments. Some of the services that would be cut included Agriculture Department inspections, airport customs, special education programs, and Transportation Security Administration agents. Secretary Donovan said that veterans receiving housing assistance would be displaced. Secretary Napolitano said that maintaining national security would be huge problem. Travelers passing through customs would face longer wait times. Mr. Werfel said that food inspections would be cut, leading to greater economic pressures and rising food prices.

      <description>Secretary Arne Duncan and state education officials testified on the reforms implemented under "No Child Left Behind" (NCLB) state flexibility waivers. Kentucky Education Commissioner Holliday also said that the automatic sequestration spending cuts would deeply affect his state's schools, students, and teachers through loss of jobs and services. 
NCLB was an education program passed during the George W. Bush administration.

      <description>Retirement specialists testified on the state of workers' retirement funds. According to a Senate Health, Education, Labor and Pensions Committee study, the difference between what Americans had saved for retirement and what they should have was $6.6 trillion, and half the population had under $10,000 in savings. Committee Chair Harkin spoke about his proposal for a privately retirement plan that would make it easier for employers to offer retirement plans without additional risk. Witnesses recommended automatic enrollments in work-based plans and increased contributions, especially as people age. Other topics included simplifying the system and financial literacy education.</description>

      <title>State of Mental Health Care System</title>
      <description>Federal, state, and local mental health officials testified on weaknesses in the mental health care system, with a focus on relationships between mental health and gun violence in the wake of the December 2012 shootings at a Newtown, Connecticut, elementary school. The hearing examined the mental health system and barriers to providing mental health care. 
In the first panel, administrators talked about changes in the health care system. Pamela Hyde said that the U.S. mental health system has huge gaps in services that prevent people with mental illnesses from receiving treatment. In the second panel mental health practitioners gave examples of community situations. Topics included the stigma associated with mental health and the importance of employment and peer support, and that that mental Illness is the leading cause of disability in the U.S. Panelists also highlighted how current funds could be better spent better and obstacles to getting mental health services to those in need.</description>
