The hearing focused on security improvements and challenges with Energy Department nuclear facilities after the July 28, 2012, security breach at the Y-12 National Security Complex in Oak Ridge, Tennessee, where nuclear material is produced and stored. Deputy Energy Secretary Daniel Poneman called the security breach "unacceptable and a wake-up call" but said U.S. nuclear material is very well defended. Issues raised included accountability and structural and cultural concerns with the Energy Department and its National Nuclear Security Administration.</description>

      <description>State and Defense Department officials testified on the conflict in the Democratic Republic of the Congo (DRC) and Rwanda's involvement in the eastern Congo, where U.N. Security Council experts had alleged Rwandan support of rebels against the Congolese army. They spoke about violence from the rebel group M23 which was terrorizing people in Eastern Congo. Among the issues discussed were the role of ivory poaching and U.S. federal budget issues that could limit resources available to assist Congo.</description>
