      <title>Treasury and Postal Service Appropriations</title>
      <description>Members of the House of Representatives debated H.R. 5488, the fiscal year 1993 appropriations bill for the Treasury, Postal Service and general government operations. The debate involved an amendment that would restore funding to the President's Council for Competitiveness, which had been eliminated in the present appropriations bill. Opponents of the council, which is headed by Vice President Quayle, claim it hindered the enforcement of government regulations and is unaccountable to any government body. The House failed to pass the amendment that would have restored funding to the President's Council on Competitiveness.</description>

The House rejected the Burton (R-IN) amendments to strike $2 million for a grant to restore the Chicago Public Library and to strike $3,650,000 for the construction of a Gateway Park associated with the Illinois and Michigan Canal National Heritage Corridor. The Crane (R-IL) amendment to strike all funding for the National Endowment for the Arts was rejected, as was the Glickman (D-KS) amendment to cut funding for the Franklin Delano Roosevelt Memorial Commission. The Stearns (R-FL) amendment to cut $7.4 million of the funding for the National Endowment for the Arts was also rejected. The Upton (R-MI) amendment to cut funds in the bill not required by law to be appropriated by 1.67 percent was rejected. The House concluded all general debate on H.R. 2699, making appropriations for the government of the District of Columbia for FY 92, but came to no resolution thereon. The House voted to suspend the rules and pass H.R. 2332, to amend the Immigration Act of 1990 to extend for 4 months the application deadline for special temporary protected status for Salvadorans. The House also voted to suspend the rules and pass H.R. 2280, to extend and improve veterans' health care programs.</description>

      <description>Sen. Wellstone, recently elected president of the Americans for Democratic Action, spoke at their annual convention on issues of interest to the liberal political group including health care and the economy. The title of the 1991 convention was, "Waging Peace At Home and Abroad: A Liberal Call to Arms."  In his remarks, the freshman senator spoke on issues of concern to labor and minority groups, including equality of opportunity and human rights, and assailed Republican programs that emphasized military buildups over domestic programs. Sen. Wellstone also called for a progressive tax system to cover the expense of new domestic programs without further increasing the deficit.</description>

The Smith (D-IA) amendment that adds $1 million for a grant for the construction of the Seafood Consumer Center, and the Smith (D-IA) amendment to restore $2,218,000 for salaries and expenses for administration of the economic development assistance programs of the Economic Development Administration, were both adopted. The Armey (R-TX) amendment to reduce by 8.16 per cent all amounts appropriated that are not required to be appropriated by a provision of law, was accepted. The Penny (D-MN) amendment, to strike funding a memorial to Christopher Columbus was offered and withdrawn. The House continued consideration of H.R. 2508, to amend the Foreign Assistance Act of 1961.       <title>Human Rights in China</title>
      <description>The Congressional Human Rights Caucus sponsored a rally in front of the U.S. Capitol to observe the second anniversary of the Tiananmen Square massacre in China, when a student demonstration for democratic reforms was broken up by the military and activists rounded up and tried for crimes against the government. Recently President Bush has spoken in favor of granting most favored nation trade status to China, citing economic advantages to be attained through the increased trade with China. Critics of President Bush's policy want the extension of most favored nation trade status linked to democratic reforms in the totalitarian country. Speakers at the rally opposing the extension of most favored nation trade status without linkage to reforms included members of the Independent Federation of Chinese Students and Scholars and several members of Congress.</description>

The House passed H.R. 7, amending title 18, to require a waiting period before the purchase of a handgun. It also rejected the McCollum notion to commit the bill to the Committee on the Judiciary with instructions not to report the same back until it had conducted a thorough and complete study, including hearings, of the provisions and merits of the bill. It also rejected the Staggers amendment that sought to require the Department of Justice to establish a toll free number for dealers of firearms to call for a background check on prospective buyers of handguns, provided that, if after 24 hours, that information cannot be obtained, then the sale may be completed.</description>

The House passed H.R. 1988, to authorize appropriations to NASA for research and operational purposes. The House agreed to the Torricelli amendment that deletes language in the bill that policies restricting U.S. foreign launch capabilities should apply only when adequate launch capabilities exist. The Zimmer amendment that instructs the National Academy of Sciences to report to Congress on whether space station research goals could be met through use of other existing or proposed space vehicles and platforms, was agreed upon, as were the Solomon amendments, requiring drug testing of random officers and employees of NASA. The House passed H.J. Res. 109, designating the week beginning May 12 as "Emergency Medical Services Week."  Other commemorative periods approved by the House included Physical Fitness and Sports Month, Infant Mortality and Awareness Day, and Senior Nutrition Week.</description>

      <title>U.S. Relief Efforts for Refugees in Iraq</title>
      <description>The committee heard testimony on the relief efforts being undertaken by the U.S. and allied militaries in Iraq for Kurdish refugees in northern Iraq. Approximately 1.6 million Kurds in Iraq fled to the border of Turkey and Iran after a planned rebellion against Saddam Hussein's government failed. Turkey refused to allow the refugees into the country, saying it did not have the resources to care for them. Many refugees headed toward Iran, while several hundred thousands camped in the mountains of Iraq to escape Iraqi persecution. Their encampments were spare, with no sewage facilities, water, or reliable food supplies; the airlifted supplies were fought over by the starving refugees. The U.S. began airlifting supplies to the refugees on April 7, 1991, and mapped out and built encampments for the refugees in northern Iraq down from the mountains. Despite an Iraqi government report allowing amnesty for the Kurdish rebels, few of the refugees entered the encampments for fear of Iraqi soldiers. Members of a congressional tour of the area testified on conditions in the encampments and the U.S. efforts to improve them.</description>

      <description>The House approved the Journal of Tuesday, March 12, 1991. The House passed H.Res. 111, the Rule to consider H.R. 1175. The House passed H.R. 1175, to authorize supplemental appropriations for fiscal year 1991 in connection with operations in and around the Persian Gulf presently known as Operation Desert Shield/Storm. The Cox(R-CA) motion to recommit the bill to the Committee on Armed Services with instructions expressing the sense of Congress concerning the ballistic missile defenses of the United States was rejected. The Bonior (D-MI) amendment that expresses the sense of Congress that the United States Army Corps of Engineers recommend American contractors to the Kuwaiti government for reconstruction contracts was agreed to, as was the Traficant (D-OH) amendment that expresses the sense of Congress that American citizens be employed by any United States firm that receives contracts under the bill. The Washington (D-TX) amendment to require the Administration, to assure that a preference is given to employment of veterans in the Gulf conflict in contracts awarded in the rebuilding of Kuwait, was also agreed to. The Bryant (D-TX) amendment that withholds payments for foreign workers who are employed by their own government and work under contract at Defense Department installations overseas if the foreign nation has not paid in full its pledges to Operation Desert Storm, and the McCloskey (D-IN) amendment that excludes installations that have been part of increases in workload from Operation Desert Storm, were both agreed to. The Panetta (D-CA) amendment to strike the designation of the military personnel and veterans benefits in the bill as emergency spending, and instead subject those provisions to the pay-as-you-go provisions on discretionary spending was rejected, as was the Michel (R-IL) amendment to reaffirm that spending under the bill was in accordance with the 1990 Omnibus Budget Reconciliation Act. The House agreed to H.Res. 112, the Rule to consider S.419, by a voice vote. The House later agreed to take S. 419 from the Speaker's table, strike out all after the enacting clause, and insert the provisions contained in the report on the rule.</description>
