      <description>Guests discussed political action committees and proposals to require public financing of campaigns. Miller recently wrote that election 1994 is the "Year of the Millionaire."  She favors public financing and the abolition of PACs as a way to open up the political system to more candidates. Gans thinks both Miller's proposals are unrealistic and possibly unconstitutional. Bonifaz is the author of a legal theory asserting that current campaign financing laws violate the First Amendment. He is suing the state of New York on behalf of congressional candidate Sal Albanese. Senator McConnell is opposed to spending or giving limits in campaigns. Mr. Bonifaz and Senator McConnell took part in the discussion via telephone.</description>

      <title>Industry by Industry Campaign Contributions</title>
      <description>The Center for Responsive Politics held a news conference to announce the release of a study of campaign contributions made by political action committees during the 1988 and 1990 congressional campaigns. The goal of the Center for Responsive Politics' "Open Secrets" project, of which the report is a part, is to reveal who is actually paying for political campaigns. The Center's researchers found political action committees formed by businesses had increased their contributions since 1988 by $4.7 million to $108 million, while P.A.C.'s formed by labor groups decreased their contributions. Labor groups were outspent by business contributors at a ratio of three to one, although labor groups' contributions to the Democratic party represent the single largest source of contributions from any one interest group. Mr. Makinson discussed specific details from the study that showed the increased gap between business and labor contributions, and the changes in business contributions by industry.</description>
