Q&A with David Stockman

David Stockman talked about his new book, [The Great Deformation: The Corruption of Capitalism in America], in which he suggested that Wall Street and the Federal Reserve had joined forces to harm the economy, punish savers, and fuel new financial bubbles that will soon burst. He said federal budget control had been surrendered to lobbyists, PACS, and special interests that block legitimate attempts to implement real spending cuts. In this interview he described his early days in Congress and his appointment to be Ronald Reagan's director of the Office of Management and Budget at age 34. He explained the Gallery of Economic Heroes and Villains he compiled dating back to the beginning of the 20th century and how each one has improved or harmed the economy. He said he began writing the book because he was outraged in 2008 when the TARP bailout was approved, calling it a total betrayal of everything free market conservatives had been trying to do since the Great Depression.

President Obama on Automatic Spending Cuts

President Obama spoke to reporters after meeting with congressional leaders about the automatic spending cuts, known as sequestration. In his remarks he blamed Republican lawmakers for failing to stop the cuts from beginning later in the day, arguing he could not perform a "Jedi mind meld" to get Republicans to agree on a deal.
As part of a deal for raising the federal debt ceiling, the Budget Control Act of 2011 created sequestration on January 1, 2013, automatic spending cuts that are split 50/50 between defense and non-defense spending unless Congress would pass an alternate deficit reduction plan. The cuts had been delayed until March 1, 2013, as part of a "fiscal cliff" agreement on the debt ceiling and tax increases.

Some of the proposals included repealing portions of the health care law, education reforms, and restoring parts of the 1996 welfare reform act that he said had been weakened since the mid-1990s. He criticized federal anti-poverty programs and said a Romney administration would work more closely with local leaders to determine how to assist people in need, explaining that communities, rather than the government, should look after the poor.

Allan Sloan and Geoff Colvin talked about their [Fortune] Magazine cover story, "Hey Washington: Enough Already!" They describe the article as a common sense approach to steering the economy out of its rut. The two say they usually have different journalistic and personal styles and generally reach different conclusions, suggesting that if they can reach a consensus members of Congress can, too. Some of their proposals are restricting payments of Medicare end-of-life care, surcharging smokers and the obese for Medicare coverage, raising the Social Security retirement, age and eliminating the tax deduction for mortgage interest. Both writers acknowledge that the proposals are painful and there must be shared misery for all Americans in order to improve the long term economic outlook for the country.

General Services Administration (GSA) staff testified at a hearing on the investigation into improper spending on a series of lavish GSA conferences. Jeff Neely invoked his Fifth Amendment privilege against self incrimination. He had organized an October 2010 GSA conference in Las Vegas with expenses topping $800,000 and had since been placed on administrative leave. Martha Johnson said that she decided to resign just a few days before the agency's inspector general released a final report on the scandal. Mr. Miller told the Committee that he had recommended criminal charges in a referral to the Justice Department.

Presidential Remarks on the Economy

President Obama spoke about the U.S. economy at at Shaker Heights High School. In his opening remarks he announced the recess appointment of Richard Cordray to head the Consumer Financial Protection Bureau (CFPB), which was created as part of the 2010 financial regulations law. He tied the appointment and the CFPB itself to his administration's efforts to foster "an economy where everyone plays by the same rules."
The appointment of Mr. Cordray was controversial in that the Senate has been holding pro forma sessions every three days while both the House and Senate are on longer recesses in order to block recess appointments. President Obama has argued that the sessions are a ploy to thwart his executive authority. Senate Republicans had previously filibustered votes to confirm Mr. Cordray.

The pledge is a promise made by elected officials and political candidates to not raise taxes. Both Mr. Douthat and Mr. Norquist noted the pledge's impact on tax policy, the elections, and the Republican Party. Mr. Norquist in his remarks blamed President George H.W. Bush's 1992 election loss on his decision to raise taxes. Mr. Douthat argued that every tax cut with an increase in spending is in effect a tax increase, using the eight years of the George W. Bush administration as an example.

Bush-era tax cuts and other temporary measures are allowed to expire.

James Grant spoke about his experiences as a financial journalist and his body of work including a biography of Thomas Reed, speaker of the House of Representatives from 1889 to 1891, and again from 1895 to 1899. During Reed's tenures he increased the power of the speaker and, according to Mr. Grant, "changed forever the way the House of Representatives does its business." The former speaker did so by establishing the power of majority rule instead of allowing the minority to hold up consideration or passage of legislation.
James Grant has authored six books including a biography of John Adams. The rest of his books have been about financial matters including a biography of Bernard Baruch. In 1983, he founded Grant's Interest Rate Observer, a subscription based journal of the financial markets.
